You should probably make it easy for the GMs when you petition. Something like:
/petition I want to create a guild called [guild name], with [character name] as leader and [character names] as officers.
I understand you only need one person to form a guild on P99, but I could be wrong. On live I think you needed at least a full group (you + 5 others).
