1. Yes. Yes there is, but I would suggest against it. You need to learn about what we rogues used to call the secret handshake. Sneak trading and sneak questing to get mobs indifferent overrides faction work. Take hide off and leave sneak up behind Anson and tell him,"I need to see Stanos". Hit hide immediately afterwards as he'll spin towards you and will eat you if he sees you. Real good idea while you're doing this to make him face somewhere he wont see you behind Stanos. For Stanos, just sneak behind him and give him whatever item you have to. Don't bother speaking to him.
TL;DR: Anson, Stanos, the rest of Highpass, and I'm pretty sure Eldreth are KoS. Just do sneak turn ins / triggers and you're fine without faction work.
2. Yes. Yes it can be, but I would suggest against it. Most any skill in the game will work (rarely) at low levels, but it's better just to use your main with high skill to clean out the GM's inventory asap. Exp is easy to get back on red anyways and the deaths help you feel like you earned the epic. Always felt using low level toons for this part is scummy.
3. That depends on who your friends are. If you have a buddy in Empire, that would make your life easier. Offering 2k for a MQ or so on the forums would probably work or asking if you could come along on a hate raid may or may not turn into a nightmare on red. IMO getting the book on P99 solo is a bad idea. Going with a raid is way safer.
