It really depends on how much time you want to dedicate to training and where.
everfrost, permafrost, feerrott, upper guk or innothule: shaman lv1
Lower Guk: cleric lv1; necro lv1 if able to get past live frogs
Karanas: bard lv5 or shaman lv9 or druid lv14 - waste of time
Oasis and ROs: any lv1 range pull
Innothule, Lavastorm: any lv1 range pull
Sol A, Sol B: Cleric lv1
Najena: Necro or Cleric lv1
East Commons: faction burn evils + any lv1 range pull
West Commons: faction burn evils w/ sow or speed - waste of time
Misty Thicket: druid or cleric lv1
Befallen: cleric lv1
Runnyeye: cleric lv1
Qeynos Hills: druid or cleric lv1
Blackburrow: cleric lv1
Qeynos Aqueducts: cleric lv1
Eruds Crossing: cleric lv1
Toxxulia Forest: cleric lv1
Crushbone: cleric lv1
Greater Faydark: druid or clr lv1
BBM: druid or clr lv1
Steamfont: druid or cleric lv1
Unrest: necro or clr lv1
Mistmoore: cleric lv1 or druid lv5
TOWN KILLING: faction quests + bard lv11 or enchanter lv8
Unconfirmed TOWN KILLING: bard PBAOE and DD not causing NPC agro; before I quit bard's targeted DOTs didn't cause NPC agro.
For the following zones, you can get popped way too easy, too far of a run, too few to gather, waste of time, or too difficult to succeed:
Dagnors; Cazic; HPH; Splitpaw; Rathe Mnts; Lake Rathe; Kithicor; Beholder's Maze; Split Paw Lair; Ocean of Tears; Paineel
Karanas and Permafrost get an honorable mention in this category as a waste of time. You can't really go there with the expectation your blind or snare is going to land at level 1.
Qeynos Hills is a runner up due to mob types, distance and time to gather, and easy escapes but can be very viable at low levels.
