This one is weird.

Seems that if a mob is already aggroed on me due to spells, proximity, melee, etc., that subsequently fired arrows do not strike at all.

Initially engaging with arrows gets super weird. I was able to aggro Guard Effel and Kroon in wfp with arrows, zoned into nfp. Zone back. Cannot aggro them with arrows now. Hit Fralldo, zoned out and back in, cannot hit him now. Just aggroed Ledshin with arrow, zoned out and back. Cannot hit any guards with an arrow now, even the ones at the gate.
