If they don't have one, they're not what you're looking for.
There are 8 of them total. 2 standing on the docks (one by the OOT boat, one by the FV boat, one each in the two huts next to Happ Findlefin).
There are 2 more in the house next to Den Ironblood. And one more in a house south of the the guard tower with the HE merchant. On the wiki, the house is marked as "abandoned".
Remember, literally NOTHING in the zone will assist them. Not the guards, not the gnomes standing next to them, not the HE merchants, not the aqua goblins, only each other. Near as I can tell, there are no NPCs on KaladimCitizens faction anywhere else in the game, including in Kaladim (I ran around a bit inside Kaladim and nothing attacked me).
