The only melee I can think of that most likely won't need to pull at all is a rogue.
My personal thoughts on puller ranking:
1. Monk
2. Sk
3. Bard
4. Paladin
5. Ranger (Is higher on the list if it is outdoors due to harmony)
6. Warrior
7. Rogue
