Have you tried this on P99?
Technically it should work, but P99 didn't get full MQability of quests until Kunark, meaning a lot of quests which were MQable on live from classic/vanilla era, are not actually MQable here on P99.
They would need to rewrite each one individually to allow for MQs to function properly. This particular quest last I heard, is one that hasn't been fully rewritten and cannot be MQed.
