Velious + outdoor zone boosts ranger atk a lot, especially when they finally fix the offensive skill caps.
Hate is one of the very few raid zones where a ranger can use greater wolf form for a nice atk boost.
Velious brought CotP + SoN, but those two can also be cast on monks.
To reach 1450 atk, ranger needs a lot of buffs, including boon of the garou or avatar. At 60, the monk did not have the same buffs to get 1150 atk only.

Isn't monk and ranger damage table the same on 1H weapons?
Best ranger weapon also has a 100 dd proc (-100 resist fire) which is hard to parse.
A monk can also use that weapon, but they can get better monk weaps.
One could argue rangers also have call of fire for a small, additional, hard-to-parse dps boost, but this thing generates so much aggro it is not worth it.
Monks aggro on the other hand is trivial to clear.
Monks have the edge on short fights like Kunark dragons with disc.
I am unsure if they still have the edge on longer fights.
To get a clear advantage, rangers need BFG back (and a LOT of arrows).
