This is a May 2001 Screenshot from LoS showing Dozekar dead in his room looking back through the mentioned door which is opened.
On live and Al'Kabor it was openable by all players. Which is shown in that screenshot, there are no locked doors in ToV so it would be peculiar for this to be the only one.
