Your conclusion is that a server needs competent active staff in order to prevent an "empire" type guild. You provide no explanation or examples of what said staff would do or what the issue with a large guild that defeats pve encounters in what is basically a pve game with a pvp option enabled.

Your response is to learn reading comprehension and that the "problem" (which I guess we are to assume is large pve guilds defeating dragons meant for 40+ players) has existed before empire.
