I've tested this and it is not at all good aggro compared to the hate generated by good ratio weapons (especially wielded by monks and rogues :P).

The only time it was vaguely useful was when grouping with ragebringer twinks as if you got a couple of procs off early it was the only thing that would keep aggro, but you're lucky to get a single proc in a fight at low levels. Further more, ragebringer twinks can't exist anymore so that one redeeming factor is basically eliminated.

Just my personal experience.

That said, at low double attack skills you can't double attack with the off hand. And at low duel wield skill your offhand won't fire much at all. That said, the off hand can still proc even when it fails to produce a swing so it might be worth putting an aggro proc in that hand. Typically you see the Polished Granite Tomohawk used for this role as it nicely pads tanking at low levels in addition to providing a small str buff and some AoE aggro. I guess you could use an off hand obsidian shard and hope for procs until you reach ~150 skill for dw/da.

Main hand you definitely want good ratio as it will out aggro all but the craziest casters and will put out reasonable dps to help the group make xp faster.

Final point: for no drop rots check out the kithicor forest for a rotting scimitar of ykeshka. Procs from late 30s and is a 8/22 ratio which isn't bad for free. /who all kithicor and if you see a high level ask if they are killing the general camp.
