harmony pulls on dervs and bandits seems kinda bugged on p99... they almost always assist each other even when there's a good distance between spawns. Also noticed the same thing when trying to sneak pull them with my rogue.
I had good luck on my druid in west karana killing bandits and turning in sashes (good xp on sashes and good cash for that level range). There are lots of roamers you can pick off if you can't harmony the camps.
North karana is another option, you just have to watch out for the griffs as they'll wreck you.
