While I mostly believe this, it also seems likely that just as Empire leadership was getting burned out with raiding and guild drama Tempest started to slow pixel flow...and having been stuck in TS with many of the PvE focused ex-Empire they get really worked up over PvP and people interrupting pixel flow.
