tl;dr version for total haste: The highest of worn haste + spell haste (includes bard) stack.
So a rogue with a CoF (36%) + Epic (40%) would have 40% worn haste.
Add VoG (58%) and your total haste would be 98%.
The only exception to this is the bard song
Melody of Ervaj. That's a 5% haste which will stack with anything up to a total of 100%.
There's no way to exceed the 100% haste cap in Velious.
