I don't buy it. It would be simple enough to set up a rotation, tell the players to administer it, and enforce it with GM bans. After a few months this should result in very little GM time required.

The GMs have stated they like competition, but personally I think rotations are more competitive than variance and tracking, not less. With variance you have 10-15 hypercompetitive racers and 100+ warmbodies who log in and faceroll their keyboards (that would be me). With a rotation, the goal becomes killing more content with less players in less time. So the entire guild's performance matters. The same can be said of an earthquake based system.

The only logical conclusion is that the staff prefer this. It makes no sense to me, but the server has been this way for the past 5+ years, so I don't expect it to change any time soon.
