How often do these actually rot? 11/21 seems pretty dang good to just be randomly rotting all the time. Would a Ranger be able to get their safely without any faction work done?

I got a Saldaren Spear on my ranger when he was about level 40. Had him camped out while hunting there myself on my enc. I've seen 3 of these spears (whereas 2 rotted) during my time in SS. Note that I've killed somewhere between 3k and 4k mobs in there. Hence the "if you
get lucky".
The Brightwood spear, on the other hand, is fairly common (relatively speaking). OP should be able to pick one up by hanging around for a couple hours.
Most people will gladly send a tell to your alt if something they don't need drops. At least I've been doing that. There are other useful no-drop items there like the wyvern boots with 15 or 16% haste.
