wat? Specifics don't matter - exp or named, they're still a camp.

The camp is claimed by the player currently at the camp (whether they answered the shout for a camp check or not). You could theoretically work something out with the player not being able to kill all of the spawns in the camp, but you would have no right to tell 'em to eff off.
