I just don't understand why this is happening. I can play any other game I want just fine, stream Netflix or download things just fine. My internet is working fine. Except for this game.

Probably due to a provider route on P99's side...
think of it like this....
you have a car (internet)... you can drive anywhere (netflix, amazon, etc).... but the road (route) that P99 lives on is... under construction... it's causing traffic jams (packet loss)... P99's drive way is probably fine... but the the road to get there is jammed up. On top of that... he might be the only one who lives on this road.... so you only have an issue when trying to get to HIS house.
