I didn't see anywhere that he was there first. I do not believe it is a camp, but I am addressing your claim that FTE does not matter.
I believe every contested mob, with or without a shout, still relies on who got FTE having claim to the mob. I have not been to any of the Guardian kills, but my suggestion would be to petition to find out who gets FTE, as that person has claim to it.
