I think you can click it at like lvl 12 which is before you can even scribe the spell it casts.

It is the level 8 spell and does 38 damage, at level 12 you have your 90 damage nuke already. It's still goodto finish off mobs or save mana at that level.
Edit:
You want raw hp/mana, jboots, a tola robe and a velium crystal staff.
