Depends on definition of 'twink.' As other already said, Goblin Ring for charm breaks and Glamour Rod for GCD refresh/stats are the two main items to pick up.

Most people will recommend getting gear with HP, Cha, and MR. HP is obvious, Cha for lulls and to reduce charm breaks, and MR so that you don't AE mez yourself. So the ideal is to find items that have some combination of those stats. A few items that I know of are:

(1) Crown of King Tranix (~10k) for Cha and SVM
(2) 2x 6/65 rings (~600 for a pair i think)
(3) Spider Fur Lined Boots (~500pp if you can find them)
(4) Crude Stein for offhand (~50pp)
(5) Drake Hide Leggings (~100pp) from SolA
(6) Lots of Robe choices depending on your budget and preferences. Noble's Robe from MM, Advisor Robe from MM, Froglok Bonecaster's Robe from Seb, Oracle Robe from OoT, list goes on.
(7) Earring of Essence (10mr and ~30hp), then either an Opaline Earring for +Cha or a Black Diamond Earring for HP/Mana
(8) Jewelcraft a +Cha/Dex mask and some +Cha bracers.


If you get a Gobbie Ring (6-8k), a Glamour Rod (easy quest for any main or ~500pp), and some HP Rings and some general classic/kunark stuff, you can twink an Enchanter for 10k that will take you to 60. Add Jboots and we're talking 15-16k. You can camp most of it on your main pretty easily solo.

For most expensive stuff. All the Ice Burrower silk gear is great for Enchanters, but it can be expensive...Robe is probably 20k? The Robe looks awesome and has good stats, the Cloak is great and might never be replaced. If you're talking about a serious twink, then a Zlandicar's Heart would be great for reducing downtime...but now I think we're talking 150kish for that alone. For offhands there are a lot of options, but they are expensive: Insignia Protector and Orb of the Infinite Void spring to mind.
