Really oddly i know i told you how i solved my similar problem with lowering my oc but i also had some other res and odd problems i solved by doing some things
if you have steam add eqgame.exe as a non steam game put patchme in the launch options
make sure steam is NOT set to run as admin or any compatibility settings
make sure eqgame.exe is NOT set to run as admin or any comaptibility settings
and try and start and run it through steam
seems silly but it solved alot of my problems suprisingly

but Steam download isn't Titanium, I thought EQemu used Titanium only?
