Merchants bottom out at dubious, you have somebody else trying to kill you. Kelethin guard faction comes easy, its the merchants/bards/druids/rangers/rogues that aren't as keen on making friends. If you've killed in CB enough, you shouldn't have a problem walking into the Emerald Warrior guild shack.
