All your spells have different casting times for the most part. Delay is in tenths (so 30 delay is 3 seconds). I wouldn't worry too much about it, honestly.
Generally there are 2 options when casting as a mob is attacking. Option 1, cast after your swing (most dps option) and Option 2, cast after their swing/bash (less likely to get interrupted)... so it's more situational than you think.
