Everyone can speak "common", so you won't have issues talking to other players.
Dark Elves are mostly hated through the world, you can do things to improve your faction and be allowed in those cities, but you start hated, which makes life less convenient, but it doesn't make it impossible or anything. You won't be able to use Qeynos or Freeport as banks or shops for example, you'll have to run more out of the way merchants or to your own city for banking.
