Qeynos monk headband quest. As you did each new quest (white, then yellow, etc.) you would get more and more faction which enabled you to do the next one.

I have currently hit a problem in that i am unable to hand in to Togahn Sorast. He tells me i need to be more trusted (need more faction). This should not be the case. As you progress, each headband quest you complete gives you enough faction for the next one.

I know this because iksar monks used to make level 1 alts, transfer the quest items, and hand it all in on their level 1 alt because your faction would progress as you handed in.

I am currently stuck farming blackburrow gnolls to raise my ashen hand faction so that i can hand it in, and this is wrong.

Edit: Of course, iksars weren't classic, but it was always the same. I levelled a freeport monk to 50, never went anywhere near the ashen hand faction, and yet i was able to do all hand ins in a row without any faction problems.
