While out of era, the following quote indicates that PD was charmable up to and including the Feb 2003 era.

Dire charm is an AA that allows the caster to cast an unresistable charm on an appropriate mob type up to level 46,
as long as the mob is not uncharmable.
The key bit here being that this mob is
NOT flagged as uncharmable.
