from this page it shows user's comments, post velious & pre-luclin, about how this spell is awesome aggro. it was fine before it got nerfed. siphon strength has been better at pulling aggro than DC has.

This spell is also grate for Taunting at higher lvl's. Have no idea why but it realy makes them mad. The low mana and quick cast and recast time make it grate for when you need to get something off someone in a hurry.
