I have read nothing about General despawning, and find it highly unlikely that the high elf mask quest would even trigger a despawn as head is a subquest of the epic. Any help is appreciated.

It's not a subquest, but an alternate path. If you kill Stanos and give his head to General V'ghera, there'll be no one to give the general's pouch for your final epic turn in.
