If that is the case, then file a
bug report. There are some well-known circuits for killing Paineel erudites & skeleton guards in Toxx/Paineel on like 10minute timers. They should be the NPCs listed on the Deepwater "raise faction kill" list. Just do that for a few hours and you should have your Deepwater faction.
