Assuming this dwarf is on the Storm Guard faction, looking at the faction numbers in the game mechanics section:
-500 to -101, glowers at you dubiously
-100 to -1, is apprehensive
So if you're at the lowest dubious faction to start, you'd need +400 to get out of dubious, which I think is 400 goblin kills. And if you need to get better than apprehensive faction, it's another 100 to indifferent.
You might also kill bandits in BB, as that raises both storm guard and miner's guild faction, which allows banking in Kaladim.
