Disable all raid targets for 1 week, disable ToV so no one can farm armor molds. Disable everything to do with velious.
Disable all VP mobs.
Make the respawn point the entrance with gear on.
Disable PvP in the zone.
Give everyone 30-60mins to prep then enable PvP.
Disable exits.
Then enable only the Dragons with 250k hp each and force them to drop rare gm items.
Let the games begin!
