I think the merchants in town are on Cabilis Residents. I did a bunch of bone chip, scorpion pincer and scaled curskin turn ins as an Iksar to raise my faction with Keeper Rott. My merchant faction went up along with his. All three of those quests have Legion of Cabilis and Cabilis Residents in common. My guess is Cabilis Residents.
Oddly, the merchants in FoB haven't gone up past indifferent.

Sometimes this could mean that the merchants in question are not actually part of a faction at all in the db. What do these merchants in FoB con to Pyrocat?
I am not sure if his comments of merchants conning dubious refer to just inside Cabilis or all of them (including these FoB ones).
