This creature does not exist on P99 and should.
He was added as part of a temporary quest in October 2001, but remained on the server for quite a few years after this. For example he was on Al'Kabor before it came down.
He should drop 2 loots every kill, flee, be high resistance, and be Snare immune. I've heard rumors on Al'Kabor he was a 2 hour respawn but haven't seen any evidence of this.

Edit: Oh, and no faction hit for killing him. Also, he moves quite quickly. After he started fleeing at 20%, his walk speed was as fast as normal running. This made it very difficult to keep up with him in the narrow paths of Neriak.

Alright, a bit more information. I've killed him four times now, and he appears to be on a three day spawn timer. He has dropped two items, one Dabner's and one of something else all four times. In addition to Ognit's Cape of Salesmanship, which is already listed here, he has dropped Dabner's Stud of Introspection, Dabner's Amulet of Elements, and Zavo's Stud of Mortality.

I can see either doing the 3-day verified spawn timer from Live or just saying it's some of the final new content P99 will see so throw a 2-hour unverified AK timer just so people can experience it without poopsocking. No clue what's classic on the respawn end.
