As a spell buff it shouldn’t be affected at all by the dex buff component. Some spell buffs like the shaman line introduced in later expansions had innate fire rates set intentionally high to make them more consistent.
As an example, rather than make the proc 1200 damage with the chance of rarely or barely firing, better to make it a 400pt DD that fired 3x more often. Same net average but more cast to cast consistency.
Point is there were obvious cases where some spells were set to fire more frequently than the 2x per minute baseline average. None of these buff procs were modified by player dexterity, combat affinity AA, or combat effects melee gear focus.
