Default Staff of Elemental Mastery: Water Loot Rights
WTB loot rights to Staff of Elemental Mastery: Water from Phingel.

I can park my character near his lair and help with the fight. Let me know if this is something we can work out. I know he doesn't drop it everytime so am willing to be patient and do this a few times.
