Join a fireplace group if you can. I think that's the group that tends to pull them, unless the main room group is feeling adventurous. If I remember correctly, they're on the 2nd floor (floor for the fireplace), southeast and southwest corners if I'm reading the p99 wiki map correctly. On one side, you go up a short set of stairs that dead end, and it's usually just a normal Ghoul spawn. On the other side, there's also stairs but also a door next to the stairs where it can spawn.
