You're not supposed to ding level 2, but you CAN have up to level 14 spells.
TBH i'm not sure what they're thinking with that. No one is getting level 14 through legitimate means. Even level 5 in an hour is like ehhhh hard as fuck to do, especially when you consider the competition there will be in Qeynos newb yard.
