I agree with the armor > haste. When it comes down to damage hate generation, your attacks are always going to be beat by any dps. Procs raise your hate generation far more than the 10 to 20% additional hate you get from your aa's. So focus on damage mitigation and hate generation up until level 40 rather than the hp stacking, then flip. 46 you get a free haste belt anyways like you said so If you're on a budget I'd recommend just waiting it out.
