You can hand 4 in, but you only log 1 faction hit if i recall correctly. Not sure if they are registering with the server but you aren't seeing the message, or if you are indeed only getting 1 hit.
I think there is a small lag time where you can't put another bottle in window after hitting trade too. Remember that being a huge pain in the ass.

Yeah, there's that weird delay of a few seconds between turning in the quest and being able to trade with the NPC again. And it only happens on this NPC, as far as I'm aware. Super annoying.
