I think there's been some confusion here, as I'm pretty sure the totem does still drop. For one thing, the wiki doesn't say anything about it

In other words, there used to be different versions of Plane of Sky quests, and those versions aren't doable anymore. However there are newer equivalents of those quests which are still doable. Whoever told you it was rare must have misunderstood all that.
