Disarm and Pick Pocket
Posting something which seems like a bug to me when I was hunting guards in oggok (they all carry at least one shield).
When you pickpocket a shield from a NPC, he keeps it equiped, which means that you can still disarm it.
The end result is that you can generate two shields this way when NPC should have one and only one shield in its loot list.
