So are you suggesting the cut off line should be a more top down focus where the cut is actually on the upper end of leaders because they make choices that harm the ones beneath them?
The focus should not be on the populace but rather people who allow war to continue and don't care if mentally sick people die or if some can get clean water.
If this is your position, ok. I think you have cut those that can actually perform, ableism I think they call it. Is there no cut off line for the other side? are they free from this because they are not the ones in a position of responsibility? like it was stated earlier, it falls with the person in charge.
