I am able to cast Markar''s Relocation and Tishan's Relocation while in the Plane of Sky.
It is my understanding that the only port spell that should work in the Plane of Sky is Alter Plane: Sky.

Perhaps this is an artifact of lifting the original zone requirements of the Kunark Evacs.
