I just did some research but couldn't find any good references to post. But if what I found is accurate then monks should be able to get their skill past 201 earlier then 51, so possibly at 40. The other melee classes should be able to get 201+ skill starting at 51 with Kunark.
If someone else wants to dig into it that'd be great, I can't at the moment. I'm 90% sure that its accurate that monks should in fact be able to BW to 70% starting at 40ish (i was wrong earlier) and other melees post 51. Finding a reference from 2000 is the hard part (in order to prove to the devs if this isn't working). I did find one page that was so ugly it certainly LOOKs like its from the year 2000, but couldn't locate a date.

that page states rogues were capped at 175 pre level 50 btw.
