At level 17 you will be more restricted by what level the weapons you can get will proc at all. Does that axe even proc yet?
One of the "sleeper" weapons I found leveling up was a Scorpikis Claw Impaler. As a DPS weapon it's pretty weak. The proc, however, is exactly the same proc as Infestation and therefore just as much aggro. Procs at 30 and can be bought in the tunnel for 50pp. For super-aggro at low levels, you can dual wield them.
