I believe this was upgraded in timeline, not during Luclin. There is another weapon in DN that is exact same ratio as this lance pre-upgrade (19/30) and was later upgraded to 25/30. That being the carved dragonbone spear.

....spear has been changed again........its now 25/30 11 damage bonus (not 18) 8 str 5 wis 1 to all saves....... it still drops off a dragon construct and i bet its worth about 25-30k with it being a 25/30 instead of a 19/30

So while we don't have
direct evidence of the stat upgrade in era, I think it is safe to
infer that the 19/30 stats were upgraded on 10/08/01 to the 25/30 ratio on Spirit Talker's War Lance.
