Yes in certain sense.
The totalitarian style government that they have going on in a few places still has proven more repressive than traditional capitalist oligarchy that exist elsewhere (NATO allies). So East Germany (Communist) sucked more than West Germany (Capitalist). USSR sucked more than America. If we compare like countries Capitalist comes out ahead of Command Economy (called "Communist" by most people -- Marx would roll over in his grave).
However, China is the one great power that stuck with the traditional Communist style authoritarian government -- and is performing very well. Obviously, they ditched the command economy after all the Mao disasters (which weren't all his personal fault like the western narrative tells you). But they do what most successful countries are doing -- tempering capitalism to the needs of their population and long term goals.
America might fall behind "communist" China in GDP and global power in the long term. The Chinese fully expect this to be the case. And while they have a capitalist market economy -- the state transfers a great deal of that and has extensive involvement in the life of it's citizens.
So basically the command economy -- so far -- has been a failure. But, China's authoritarian political approach continues to show great promise as far as attaining global power and wealth goes. It's also worth noting countries like Venezuela (which also isn't a command economy) wouldn't be such a shit show if we weren't playing all kinds of diplomatic and military games with them as the world's current superpower.
