It's very likely that you have a corrupted UI file for that toon, so here's what ya do.
1. Find another UI file in your <eq_installdir>\UI_Workingtoon_project1999.ini
2. Make a copy of it and it should look like this <eq_installdir>\UI_Workingtoon_project1999 - Copy
3. Take your original UI file <eq_installdir>\UI_non-workingtoonaname_project1999.ini, and create a backup of it by making a copy of it and pasting it in the same directory. It should look like this:
<eq_installdir>\UI_non-workingtoonaname_project1999.ini - Copy
4. Delete the original <eq_installdir>\UI_non-workingtoonaname_project1999.ini
5. Now rename the functional UI file from <eq_installdir>\UI_Workingtoon_project1999 - Copy to <eq_installdir>\UI_non-workingtoonaname_project1999.ini
6. Login non-workingtoonaname
7. Profit

isnt this just the long version of what i was doing with erasing the files and logging into the game so it produces new ones? i did this method but the result is the same with the UI still being lost (windows placement, filters on each window, etc.)
