A stop watch over 30 seconds isn't a very accurate way to parse something. A lot of things can go into that. Are you counting kicks and bash or just regular hits? Download Gamparse or Yalp and test it on something over a longer period.
But if it does slow it isn't a good idea to use it while charming. Any negligible difference you get from the extra damage compared to using a different dot will be wiped out due the mobs doing much less damage to each other while slowed which costs you mana which means more downtime.

On paper, this seems rational, but it's not always true. In fact, i'm the perfect level, killing the perfect mobs, for it to be false. The mobs I happen to be farming right now are charmable with the free charm spell. The 5 highest damage abilities I have do 62, 60, 60, 42, and 38 per tick. Chords of Cessation is one of the 60 damage songs. The mobs in question do less damage per minute to each other then I do to the single mob being dotted. Therefore, the cost of the loss in slow damage would have been a better tradeoff anyway for the more damage i'm doing to the other mob. However, this is not a problem anyway, since this song is bugged and the slow isn't working. Also, even if the slow were significant enough to be a problem, some of the mobs im mashing into each other are mismatched, which could be abused to positive effect.
